Industry-University-Research Collaborative Innovation for a New Pattern of Global Science and Technology Governance ——UIBE Business School Successfully Co-hosts Parallel Forum of Zhongguancun Forum
On March 28, 2026, the Parallel Forum on the Development of International Science and Technology Organizations and Global Science and Technology Governance, a parallel forum of the 2026 Zhongguancun Forum Annual Meeting, was successfully held at the Zhongguancun International Innovation Center in Beijing. As one of the key organizers of this parallel forum, the University of International Business and Economics (UIBE) Business School was deeply involved in forum planning, the launching ceremony of the Zhongguancun Institute for the Development of International Science and Technology Organizations (preparatory stage), and closed-door meetings. It accomplished high-quality work including organizing the parallel seminar on "Support Systems, Talent Development and Optimization of International Science and Technology Organizations" and academic paper selection. With business expertise, academic leadership and full-process support, the school empowered the forum to achieve fruitful results on all fronts.
Distinguished guests in attendance included Shahbaz Khan, Director and Representative of the UNESCO Office for East Asia Region; Chen Rui, Deputy Director of the China International Science and Technology Exchange Center; Qu Dacheng, Deputy Director of the CAST Information Center; Benoît Dubois, President and Member of the Swiss Academy of Engineering Sciences and Foreign Member of the Chinese Academy of Engineering; Shu Bilei, Deputy Secretary-General of the People’s Government of Beijing Municipality; Yang Pu, Deputy Director of the Beijing Municipal Science and Technology Commission and Zhongguancun Administrative Committee; Li Xin, Executive Vice Chairman of the Beijing Association for Science and Technology, and Liu Xiaokan, First-Class Inspector; Nie Jieying, Deputy Secretary of the CPC Chaoyang District Committee and District Chief; Lou Yixiang, Vice District Chief, Deputy Secretary of the Party Working Committee and Director of the Administrative Committee of Zhongguancun Chaoyang Park; and Professor Yang Zhenning, Vice Dean of UIBE Business School.
This parallel forum is a major event serving the construction of Beijing as an international center for science and technology innovation and international exchange, and supporting Chaoyang District in building a highland for the gathering of international science and technology organizations. Under the theme of "Consultation, Collaboration and Sharing", the forum focused on the innovation of the global science and technology governance system, the reform of international science and technology organizations and China’s role. It brought together authoritative experts, representatives of international organizations and industry elites from home and abroad to discuss new paths for science and technology governance and plan a new future for innovative development. The forum injected strong impetus into the construction of Beijing as an international center for science and technology innovation, and is of great significance for enhancing the capital’s voice in global science and technology governance and promoting the agglomeration of international innovation resources. During the forum, the Zhongguancun Institute for the Development of International Science and Technology Organizations (preparatory stage) (hereinafter referred to as the Institute for Science and Technology Organizations (preparatory stage)) was officially launched, marking a crucial step forward for China in strategic research, talent cultivation, professional services and ecosystem building for international science and technology organizations.
I. Deep Engagement in Top-Level Agenda, Delivering Business Expertise and Solutions
Professor Yang Zhenning participated in the whole process of the parallel forum, the launching ceremony of the Zhongguancun Institute for the Development of International Science and Technology Organizations (preparatory stage) and discussions at the closed-door meeting. At the closed-door meeting, he delivered a keynote speech entitled Empowering the Development of International Science and Technology Organizations: From Talent Cultivation to Innovation Transformation. From the perspective of a business school, he elaborated systematically on three dimensions: "the foundation of international talent, business models for technological innovation transformation, and empowerment pathways of business schools". He pointed out that the development of international science and technology organizations urgently needs interdisciplinary talents who "understand management, master business and are familiar with international rules", that technological innovation transformation requires efficient "bridgers", and that international science and technology organizations should serve as important catalysts for business model innovation. He proposed giving full play to the bridging role of business schools to build a tripartite linked innovation ecosystem of "universities – international science and technology organizations – industries", and empowering the sustainable development of international science and technology organizations with the advantages of management disciplines.
II. Organizing and Hosting Sub-Forum, Building a High-End Platform for Academic Exchange
UIBE Business School hosted the afternoon parallel seminar, collecting outstanding academic papers nationwide and conducting academic discussions and achievement exchanges on cutting-edge topics such as AI-native organizations, human-machine symbiosis, capability compounding, governance optimization of international science and technology organizations, and talent development systems.
The parallel seminar on "Support Systems, Talent Development and Optimization of International Science and Technology Organizations" was chaired by Associate Professor Zhao Yiyi, Director of the MPAcc/MAud/DPAcc Center of UIBE Business School, who also served as a paper review expert. Participating paper authors focused on directions including the dual-core theory of "human-machine symbiosis – capability compounding", criteria and evaluation systems for international science and technology organizations, collaborative education mechanisms between universities and international science and technology organizations, mechanism optimization of the World Intellectual Property Organization (WIPO), and case studies of the International Institute for Applied Systems Analysis (IIASA). They systematically explored paths for the governance system, talent ecosystem construction and development optimization of international science and technology organizations, forming a number of academic achievements with both theoretical depth and practical value. Director Zhao Yiyi provided professional comments on each paper in terms of research boundaries, methodological innovation and practical application, offering targeted improvement suggestions for young scholars and effectively promoting the quality improvement of academic achievements.
Outstanding papers from this sub-forum will be recommended to authoritative academic journals for publication on a selective basis, providing high-quality intellectual support for China’s participation in global science and technology governance.
III. Volunteer Force Ensuring Full-Process Support, Demonstrating the School’s Sense of Responsibility
To ensure the efficient and orderly operation of the forum, the Youth Volunteer Group of UIBE Business School formed a volunteer working group of nearly 20 members, who participated in venue guidance, guest reception, conference coordination, process support and other work throughout the event. With professional competence, meticulous service and full enthusiasm, the volunteers successfully completed all tasks, becoming an important support for the smooth holding of the forum and fully demonstrating the good demeanor of UIBE business students and the social responsibility of the school.
This deep involvement and core hosting of an important segment of the Zhongguancun Forum represents a key practice of UIBE Business School in serving the national strategy for scientific and technological innovation, deeply participating in global science and technology governance, and advancing high-level opening-up. Going forward, the school will continue to leverage its business advantages, international characteristics and industry-university-research collaboration capabilities, further deepen efforts in the governance of international science and technology organizations, the cultivation of interdisciplinary international talents, and the transformation of innovative achievements. It will continuously strengthen the collaborative ecosystem of "universities – international organizations – industries", and contribute more UIBE business expertise to China’s in-depth participation in global science and technology governance and accelerating the building of a strong country in science and technology.
